You can buy a tap set and just put the centrecaps on your factory steelies, to avoid the shipping charges associated with full rims.

I beleive cop wheels are the same as the factory steelies (16"), except that they have been tapped to allow mounting up the police centrecaps.
You can find a tap set on ebay. I think there is currently one for sale on NAIOA.com as well.
