I bought this car about 3 months ago and now have about 5,100 miles on it. I do mostly highway driving and it is only getting about 26 -27 mpg tops. Is there a break in period where it gets less than the 31mpg advertised? Will it eventually get higher, closer to 31mpg? Any explanation or advice that anyone can offer would be very helpful.

A number of reasons. The first one is speed, Tire pressure, altitude, driving habits. The advertised 31 mpg was recorded when driving at very controlled conditions, instead of everyday driving.

They actually advertise from 21 to 31. you are getting a decent mileage, but not the maximum possible all the time.

you either rev your engine or start up fast or accelerate quickly or use your brakes too much.
Drive gently,start up at a stop sign gradually looking both ways twice. Anticipate stop signs and slow down. Obey speed limits.

the real mpg that your car gets is in your habits. the way you accelerate, brake, etc affect the mpg

the 31mpg is an estimate done in a controlled room
