Looks like a heat shield - maybe to "block"/"absorb" the heat coming from the exhaust, so that it doesn't reach the plastic gas tank? Would definitely get it fixed... probably just some screws needed to re-secure it.

Yeah it's just the cover. I believe it's held in with clips. At least mine was.
