Thanks J. I might be able to find a place selling that one out of Canada so the shipping is within reason. I paid $20 for mine including shipping and I had it the next business day as promised.

However, the eBay ad shows the tiny blue one I see advertised everywhere, but I received a unit that is all white.

Chinese factories being what they are, it could be identical internals. I'm inquiring about that. Even staying to one production run, we know the QC is shaky on a lot of this super cheap stuff.
It came with the mini-CD with the panda head logo like a see a lot of kits have, what ever that signifies.
Software includes a keygen for Torque Pro which set off my anti virus, so obviously boot leg knock offs if it needs to be cracked to run.
I am using the Lite version I installed from online. I'll pay for the Pro if this all pans out.

The seller has 97.4% positive feedback. Sales of the OBD-II didn't jump out as bad transactions so I'll give them a chance to come good on it.

Wired laptop-based real-time scanning?

Must be some other old guys like me who aren't into smart phones,
apps, bluetooth, etc., and just want a laptop and cable system to
do diagnostics, realtime scanning, etc. Need OBD-II only for my wife's
2004 LS 3.8. What are my options? Less than $5K, more than $20.
Do not want a code reader. Forum search coming up blank. Thanks!

Update for others to be aware of.
I missed one simple line in the seller's description way down at the bottom.
... this unit works with 2002 and newer vehicles...

So for my 2000 I need a different unit. There are cheap ones that will work back to 1996 OBD-II, just not mine (the white one). So read everything before pulling the trigger on any of these devices.

At least to the seller's credit they are returning me another unit of the kind I sent back thinking it as NSF and they pointed out my over sight. I don't think there are any more 15 year old vehicles for me so it will come in handy for future cars, mine and friends.

It didn't take me long to find this affordable unit with great descriptions:
