I can't imagine what the ring is but if the wires connect to a cell phone I would contact EOD. (not being helpful)
Strange Oval ring around filler neck?
Hi, I have a question regarding a recently purchased 06 Impala with the 9C3 police package. While filling up today I noticed a plastic ring siliiconed around the filler neck. It has two wires that attach to it. Anyone have any ideas what this could be? Thx

I'm thinking it might be some sort of static-reducer or something? Can you post a picture?
