So i only thought the RWD 2011 Caprice were only sold to police depts,but i found a couple of them for sale on auto trader this one looks ok with the camaro wheels,but i would lower mine add tint,a spoiler,bigger exhaust stainless steel tips and get a new grille(the stock one makes it look too plain) led audi styled fog lights among other appearance upgrades this would be one bad caprice...now for the pics LoL!

Correct. This looks like the dealership got one used and threw a set of Camaro wheels on it to try to sell it to a wider audience. Not sure I'm sold on the wheels, but a nice car nonetheless.

if it was only sold to departments why is the shifter not on the collum? I have never seen a police version with a floor mounted shifter. I dont think this is a police package vehicle.

the floor /stick shift is the detective / supervision car.
Colum shift was intended for the patrol officer.

^^ Correct, I have seen detective Imps with console shifter.
