According to the Chilton manual, it should be doable without removing the cat. These are the steps listed:
  1. Remove the radiator air lower baffel and deflector.
  2. Remove the secondary air injection pipe.
  3. Remove the secondary air injection pump hose.
  4. Remove Secondary Air Injection Pump Bolts (Qty: 3)
  5. Disconnect the secondary air injection pump elactrical connector

Could be its wrong, but maybe it just takes some finagling to get it out.

If it is broken, then you need to replace it as quickly as possible. Overall, repairing a secondary air injection system will cost you around $450. This cost is split between the cost of parts and the cost of labor. New parts will cost about $250 while labor will usually cost another $150-$200.
