Power Steering Reservoir, Vented or Pressureized?

Just had my rack and power steering pump replaced. Had a screaming pump and a leaking rack. I noticed before my leak got to bad, that after my car had warmed up, then you take the power steering reservoir cap off, there is a little puff of pressure inside. Of course the new pump didn't come with a new cap, so I still have the same condition. The Cap itself has a spring at the top, but I am not sure of its function. Is this system designed to have a small amount of pressure, or Is this cap supposed to vent, and keep the reservoir at 0 psi. I have found many conflicting opinions on this. Any Ideas here?

I have the same thing happen in my 07...I figured it had air stuck in it because it was whining and I would turn off the car and puff...and let the bubbles go down...now it seems it is good. You might have to jack the car up , then turn wheels from lock to lock (about 5-10 times) with the top off if this is your issue but I am not a mechanic, just chiming in.

i have a 2010 model i installed a rack and pump oem dealers stock. the first one installed loud squeal and gurgling like the one prior this time it shot out the fluid out where the rack meets the column. well got both parts exchanged and i was able to keep it from blowing out the rack. but whati'm wondering is that if the original pump had a pressure relief valve that the new pump doesnt have i read instructions and followed them letter for letter. so my questions is this does the original pump have a pressure valve at the pressure side p where the line goes? please help
