I'm kinda surprised you can't program the BCM with an MDI and AC Delco SPS single VIN service programming license.
The VIN should tell SPS it's a 9C3.
I used it to flash my malfunctioning ECM on my Impala. $40 is pretty reasonable for a single VIN license.
Thankfully the CPU was in transplantable condition. Helps to have this skillset. Thankfully the tools are getting down into the reasonable price ranges.
