I just bought it from a guy a couple days ago, he said it was fine. I turned the pulley quite a bit, back and forth, pushed in and out, and it felt tight and solid. The mating surface has some scratches from the guy trying to scrape the old gasket off. There's also a bunch of built up carbon in the throat. So my questions are-

Is it time for a rebuild, or should I just go with it?

Should the bottom be resurfaced?

Can I dump gas in it to clean the carbon out?

Dont dump gas into it to clean it out, you risk effing up the other gaskets, a rag with brake cleaner and some careful cleaning should do fine.

As for the bottom, it depends if your fingernail can catch the scratch it wont seal. You may be able to buff it out with some 2000 grit and wet sanding put a little dawn in the water to make your life easier and do at your own risk.

As for it needing a rebuild. It should need one relatively soon. How much is a rebuild on one of these units btw?
