exterior parts to audio on a 2001 Impala m Plan on giving vehicle to my brother as gift so I was gonna start with rims ( 20"), sound system, and engine upgrades.
Just bought car used so just looking for ideas and direction on what I should start with first. Trying to put something nice together for my lil brother so alot of customization will be acquired but I am really new to this and have know idea where to start.

Local Auto Parts Stores sell manuals that don't cost much. Chilton is one. They are a help.

Do not know of a web site yet that can help. For some things a Haynes repair manual will help you, which you can get from your local auto parts dealer.
