I would first spray carb cleaner in the throttle body and try cranking, it you get nothing different, check for spark. If its the motor I'm thinkin of the distributor is behind the water pump and its a pain in the neck to replace.

But even still... if you spray in the throttle body, you'll be forcing fuel down the intake, and if you get a chuggle, you're just not getting enough fuel.

(If a car has a fuel pump issue we have one guy spray carb cleaner Gummout 2+2 in the throttle body while the other guy drives it in the shop)
Also I still hate dealing with those distributors behind the water pumps.
