It appears to be leaking through the plastic that covers the windshield at the firewall just at the top of the hood. Has anyone else had this problem?

The plennum/cowl?

Have you checked to be sure your drain isnt plugged? I am not sure where it is or how best to do it on your specific car but there should be a drain where it draws air for the HVAC.

I have read that it should be on the passenger side in the engine compartment but I do not know this first hand.

Re: Water Leak

I just today fixed this kind of problem on my 2003 Impala. Water was leaking into the front passenger floorboard everytime it rained. I removed the plastic cover at the bottom of the windshield on passenger side and found a gasket that diverts water around the air intake port to be dislodged and lying in the space where the water drains away. This allows water to run right trough the air filter over the air intake port and drip down into the floorboard. Reinstalling the appox. 16 inch long gasket fixed the problem.
