The circled area is the panel I need to replace but I dont know what to call it to search if its even available. Any help would be great

It would be considered part of the fender. You could buy a replacement fender or just have the body work done... That area may be particularly difficult to cut out and weld in new sheet metal without sacrificing the integrity of the lines or structure, but Ive seen it done before fairly well.
