Honestly it'll be tough to hit 300whp on $1000 budget...
headers are about $500 new, you can switch to a genV blower (20 bolton hp) for about $5-600
MPS pulley (3.4) system ~$100
Tune $100

that should get you in the high 13s in the 1/4mi

just for curiosity, what are ur better times in the 1/4??
With my 3.8N/a stock my record in the 1/4 was 16.899 at 1600m

12.98@108 is pb currently, USUALLY runs in the low13's my 60' times are shit so it has a bit more in her, if i can hook up....
