i may not have charged the system with enough freon. first the compressor was not turning but as i added freon it began to turn. then i i ran out. at first air was kind of cool but not so much now. is there anything else that could be wrong?

If you have to add ANY freon, you have a leak. The most common on the 94-96 caprice/impala comes from the passenger upper control arm cutting into the A/C lines that get moved around when the car gets worked on.
