My windshield fogs up on the inside all the time. Never had a car do that. Anyone know why?

Mine does that if it has rained or foggy out when I first start it, but put on defog/defrost and put fan on 3 and clears up in 10 seconds or less then put fan normal and good to go. My Regal does the same thing.

Mine is foging when it is cold and dry
i have to turn on the defroster first thing
it does not need to be damp inside just cold
