AC not working. Where to start.

Have a 2000 Impala. Bought used. The AC is not working. The light in the AC button does go on and off when pushed.

This car does appear to have some other issues to but for now would like to get the AC running or a least figure out why its not.

Was looking at some schematics and I can find what is supposed go where but don't know what is supposed to be there.

If I meter the plug on the condenser am I supposed to be getting 12vdc?

If you turn the AC on and off I'm assuming I should be able to hear the clutch engage and disengage? which I don't.

If I'm looking for serial data on the Impala is that 5v or is it actually a data stream?

any suggestions on where to start?
