The pic is kind of low-res, and not real clear, so I could be missing some details, but the two rubber sections (circled in red) appear to be in good shape and solidly attached at both ends, so I would say it does not need changing.

What are the pieces with question marks on them? Are they loose bits/debris? Or part of the mount?

Yeah after giving it some more thought I don’t think this is the caused to my problem I’m thinking it has to be unbalanced tires
