saw these devices under my hood tonight.

1 on each side of the car.

'panasonic corporation".
AC42V 35W

1100V



I'm guessing this is for the HID's?

Yes, those are the ballasts for the HID headlights.
They bolt to the headlamp assembly, and the wiring runs inside the housing.

They most likely contain capacitors that are capable of delivering a shock, even when the battery is disconnected if they aren't properly discharged.

Whether the shock is harmful or fatal depends on many things besides the actual amperage, including body moisture (sweat, dehyrdation, etc) and the path the current takes through your body.

(But if you're a direct descendent of Zeus, Thor or similar, go for it, electricity can't hurt you.)
