I have a friend who retired from GM,he worked on the B4C Camaro and the 9C1 Caprice car programs. He is now a LEO and just got back from the MI State Police car trials. He shared some info and I'm passing it on. All I can say is welcome back Caprice 9C1.

I sent this out to some folks who follow this type thing. We played golf Sunday at Eagle Eye - and what a great course. Lansing was a beautiful place, at least what I saw of it. I drove my 93 in full police dress including blue/red light bar from Lansing to Chelsea then to Beldin and all around with no problem. The video is of the new Caprice on Grattan Raceway.
I'll brief ya'll on the event, but it was quite interesting and I've much more to say than can write here. Most departments are cautious of the 2012 turbo Ford. It ran 1sec quicker (1:34) on the 2.2 mile pursuit course than the Caprice at 1:35, and the Caprice beat the Charger by a second. 1 second either way is insignificant. They all run to the limit of the track and the driver. The Tahoe was the rave. 141 top speed and a time of 1:42 on the pursuit course. That bad boy coming past, 6 feet away, running 141 moves a LOT of air and will take your hat off. Also of interest was the 2012 Explorer Pursuit ATV which is AWD and ran close to the Tahoe. Prototype.
GM limited the top speed of the Caprice to 150 and the Tahoe at 141 on the 4mile oval. Software limits. They can do that. They invented the car. Engineers told me the Caprice will do over (secret) if left to do it, but as Ford and Chrysler, limited it with software. One of the myths of Top Speed is people think the cars are turned loose to do what they can do. Wrong. Liability and safety trump bragging rights. All of them ran 'W' tires (168mph rated). Good Year and Firestone were there and stated they don't want their V tires to go over 135 until more testing. All car makers stated (unofficially) they will limit top speed to around 130 on production PPVs due to tire concern, department maintenance concern and driver ability. Ford set all their cars at 131 for concern for the MSP drivers. Inside info on the 2012 Taurus is a vibration at 128 that Ford is working to source. This car is a prototype and Ford WILL fix it.
The Grattan road course is 2.2 mi with 11 turns. Top speed ability has no play on this track - handling and torque control what the driver can so with the vehicle. These Michigan State Police drivers are good. Two Federal Training Agencies were there. Joe McDowell out of Brunswich, GA. I've known Joe for 17 years. He has invited me down to go through some of his courses. Joe was the guy who converted P.I.T. from racetrack use to police tactic, and actually came up with the term.
Food was provided the entire time by the Big 3 and Vendors, and the beer flowed in the hospitality room at the hotel in Lansing. No other TN folks there except for a retired NYPD guy now living in Knoxville. North and South Carolina Highway Patrol had a few guys. Around 400 people from many states and Canada. Several of vendors. I got offered a couple of jobs selling armour and police equipment. Good money but lots of travel. No thanks. I'll just keep plugging along as a County Cop at $23,750. Who needs $150k and travel......
Lot of us were hitting GM to bring the PPVs to Driving Academy tracks around the country. We made progress, but not much. GM top guys still think the Sheriff's and Chiefs need to PERSONALLY drive and see the car - in parking lots and at NASCAR tracks. We say the guys on the road need to run it on EVOC tracks and I've a lot of support on that - even from those Sheriff's and Chiefs, but the GM big dogs have their own way of thinking. The Caprice will go into production in Dec 2010. Should be some cars available in Feb.
The new Charger has a new look and greatly improves rearward vision, but not enough to make it easy to back it like the Crown Vic. The Caprice has a similar design but better than the Dodge. The console mounted shifter on the Caprice was modified to still be on the console but off-set. Actually, it is out of the way and much easier than the column shift to get to.
I played golf with the top guy at Chrysler Service. I fixed his swing and he gave me his cell number for any problems with Charger. And we have a few. The delay in F to R and back is caused 99% by people using left foot braking, but we are finding it happens even with correct driving procedures. The car will NOT go into gear after shift until RPM drops. Training is one issue, mechanical problems another. New problem for Charger is fan blade exploding and taking out the rad. The blades grenade due to heat. No recall.
Interesting that the performance results for my '93 B4C were near identical to the '11 PPV. Mine is 6.24 0-60 and the Chevy PPV 6.17 although it has run 5.7 in testing. Chevy beat Charger 0-60 and 0-100, but lost by tenths 0-80. Top end for my car was 132 in 1993. Remember.... in '93 they ran them with spotlights and roofbars which can cost 10 to 15mph. All running now are slick tops. Caprice beat them all in most catagories and beat them all in braking. This is THE car if they just get it out there and get a price that will compete. Since GM is only selling to Police, there is NO WAY to compare until you buy one or get a ride sponsored by GM. Charger doesn't have that exposure problem. GM says we can go try out a Pontiac G8 and compare. Bullshit. Not even close to the same car in performance - only in profile. When Pelosi looses her job in Congress, I'm sure GM will have a place for her in Fleet Sales "we need to buy this car so we can see what's in it...."
I have some good videos and some nice shots of 'restricted' cars. Will share later. Did attach one of Caprice on road course...... you may note it leaves the ground after passing camera position which you can hear better than see....
