95 cadillac fleetwood rear air shocks wont lower on thier own?

i have factory air ride.usally my rear shocks lower on thier on when i turn the car off,but now the rear end stays lifthed and is causing my car to ride like crap.what is causing this

the valve under the body at the upper control arm; there is a relief or purge valve that lets the car lower it self. when that stops working the car stay up in the rear. not sure if it can be fixed or if it has to be replaced. you can try unhooking the rod and moving it manually. that won't cost anything but a little time.
