What are the plug-in wires under the passenger side dashboard?

When I got my car, there were 2 cables hanging out down there... So I plugged them in where they'd fit, only one place for each of the two... What are they?

Edit:

hmm i have no idea. it wouldnt possibly be an accessory power drop would it?

That is the resistor pack, that controls the blower motor speed. They are a common failure, and will cause the blower motor to run 24/7

"blower motor" as in the fan that kicks out air for the ac and heater?

Neither of them even come on.

Yep. Sounds like the blower motor burned up, or the pack is bad. Pull the blower motor out from the underside of the dash, and put 12 volts to it. Then put the fan on high, and see if you have power at the wires to the blower motor.
