2008 Impala Police

I recently purchased this vehicle from a fleet auction. My automatic headlights will not work nor do my all of my windows. I have checked fuses and relays. I took the door panel off and tried to roll the window down. No sound at all

Make sure it has automatic headlights. A 9C1 typically does not have automatic headlights where a 9C3 would have them. Check and see if the headlight switch has this option. The sensor might have been deactivated. As far as the rear windows, they have most likely been disabled. They could have been disabled at the motor by unplugging the wiring harness to the window motor or somewhere else in the harness. if you can't find anything, contact Kerr Industries in Canada and give them your VIN. This company is usually the police upfitter for GM police vehicles. If they had your car, they can tell you exactly what was changed. You might also try to call the agency that had the car.

First off if it's both the rear windows that might be intentional due to it being an ex police car, if they ever transported individuals under arrest the windows may have been disabled... Not sure how to fix that but I would think there exists documentation because a lot of people have bought interceptor-badged cars so you can't possibly be the only one with this particular problem.

So then ...
I am assuming you're trying to roll them down / up via the driver's door master switch... If it's any window other than the driver's side door, I would try the switch for that window on the door of the offending window... If that does it then you're looking to replace the master switch.

I might also order from ebay or see about getting one from a junkyard, a master switch for the driver's side door, mostly because the door panel doesn't need removing for that and you can simply plug in the replacement and see if that does it...

Want to see if it's just a switch...
Often it is, sometimes it's the motor itself however...

If it's your driver's side window...
You might try replacing the master switch, then I'd check the wiring, ultimately you may be looking at replacing the motor itself... There might be a way to troubleshoot with a continuity tester, you'd have to look up how.
