I'm a car retailer for a car dealership and our strongest odor eliminator is Ardex Vehicle Hygienist which I don't think is available retail but it's essentially a chlorine dioxide bomb. Mix it up, set it in the area, close it up and let it sit for a couple hours. I also suggest letting it air out open for another couple hours and let the chlorine smell dissipate a little. Once the chlorine smell fully dissipates, the smell will be gone.
When Ardex sold us the 1st bomb, he guaranteed the smell would come out or he would come clean it himself.

If you don't want the chlorine smell then baking soda is usually a good option but I can't guarantee it will eliminate the smell.
