Clicking noise when I turn the steering wheel.. What could it be? 2003...

...Chevy Impala..? I have been hearing a clicking noise when I turn the wheel. It doesnt always happen while I am driving.. But if I put the car in park with the car running and turn the wheel back and forth.. I can definately hear the noise. I have had the struts replaced, brakes replaced.. I have been told that it could be the rack and pinion or tie tods. How much do tie rods usually cost? Has anyone dealt with the same problem? They have also lubricated some parts to see if that would help. Nothing has seemed to work. I have been given the run around. So if anyone has an idea of what this could be and how much it would cost to repair it I would greatly appreciate it.. Thanks!!
