a little help

Hello, Im new to these forums. I need a little help on changing the left blend actuator for 2009 impala. I took off a lot of the bottom trim below steering wheel.
I could see the the actuator but there is no play to work on it. So I like to ask if any of you have changed this part.

Or how to take off the dash. because it looks like I can access it better from the top.

This is my sisters car, I am just helping her save some money by changing it for her. Thanks.

If it sounds like the drivers side then it likely is.
