I'm not sure these two items are related.

The car still runs, correct? Can you drive it to an auto parts store? They can read the code causing the service engine light to be on. That will give you a starting point for diagnosing it.

As for the horn not working, did that just occur? Or was it a problem before the service engine light came on? There are several things which can cause this. And it takes some time and expertise to isolate it.

Sounds like it could be a sensor or something shorted from the wheel. Would definitely get that code checked out ASAP, obviously a wheel airbag deploy could be very dangerous.

Don't know if there were any recalls on the airbags on the impala, but would be worth checking.

I agree, sounds like something in the wheel/steering column.

The clockspring in the steering wheel hub connects the horn and the airbag. So I'm thinking that's the common link. (It's not really a clock spring, but resembles one, hence the name. It's actually fan folded flex-print.)

The clockspring can be damaged if the wheel gets over-rotated which can happen if the steering shaft is disconnected from the rack. (The wheel is supposed to be tied down whenever the shaft is disconnected.)

To the OP, has the car by chance recently been in for service on the rack or steering column?
