Moved the thread to the correct forum.

The clicking noise could be signs of either a pending alternator failure (bearing), or possibly the tensioner. But my money would be on the alternator.

As for a "chip" in the car. Our cars don't take "chips". The Powertrain Control Module (PCM) is the computer that essentially runs the engine within a set of tolerances. One of these is a speed limiter.

While it's possible that your car may still have a "cop car" set PCM, it's more than likely that it was reflashed with a standard LS PCM setup which has a 105-110 IIRC speed limiter.

Really the only way to tell is to run the car at full throttle until it hits a top speed barrier. I however, do not recommend this as it might get the attention of your local, county, and state law enforcement officials and motivate them to take certain actions against you.

Your battery will die in pretty short order if the alternator craps out, and the Impala's electronics don't take kindly to getting boosted by another car. I would get it checked out sooner than later (I think you can check alternator output...).
