Why will my 1994 Chevrolet Caprice Classic not start?

The engine "coughs" a little and sounds as if it will turn over, but never does.
The engine sounds as if it will turn over, but never does.In the winter, could lack of oil or anti-freeze cause this?

If you are running straight 30 weight and it is cold enough that may attribute to the hard start, but not likely. It more of not getting enough fuel in to the system. You need to have the fuel pressure checked and may need to have the injectors professionally cleaned. Another possibility is that the timing is off and/or the spark plugs are worn out.
