How to turn off Air Bag Light

I have a Grant steering wheel and the light stays on. It won't pass VA inspection because the light is on. How can I turn it off. I took the fuse out and unhook the drivers side AB connector aand the light still stays on. Any suggestions....

Pull the bulb out of the instrument cluster.

AND ANOTHER THING FOR ME TO DO WHILE WAITING FOR MY COMPUTER TO GET BACK! I don't need it for emissions, but it's annoying.
